Richard Bull

Richard is a public lawyer and Roll A Parliamentary Agent. Recommended as a leading practitioner in Chambers 2020, Richard has amassed a wealth of experience in drafting legislation for the Westminster Parliament, the Scottish Parliament and the Northern Ireland Assembly. He has also drafted legislation on behalf of the Government of Qatar and the Government of the Falkland Islands. Richard promoted the last private bill to obtain Royal Assent, the University of London Act 2018.

Richard is acknowledged as an expert on Parliamentary procedure and tactics. Chambers states: “He brings a good level of political understanding to matters. Clients appreciate his skill set and knowledge”.

Richard has particular experience in the promotion of legislation authorising major infrastructure. He has acted for the Government in the promotion of Crossrail and HS2. He has, more recently, acted for petitioners against HS2. Richard successfully appeared before the House of Lords Select Committee for the London borough of Ealing. Richard has also acted in the promotion of Transport and Works Act Orders and Development Consent Orders authorising strategic transport and energy infrastructure. He has negotiated suites of complex agreements for diverse bodies such as Network Rail, local authorities and major private institutions. He has also represented the interests of those affected by infrastructure, including in relation to the promotion of the Thames Tideway where he acted for the diocese of Southwark.
